South Bend Home Repair Program


The South Bend Home Repair Program provides a grant on behalf of a homeowner to make certain types of repairs to residential single family property.



How much does it cost to apply or participate in the program?

The program provides a grant on behalf of the homeowner.  There is no cost to the homeowner.


How can I apply for the program?

Contact the Department of Community Investment, Neighborhoods Office to respond to pre-screening questions by calling 574-235-5915 information or by visiting the offices on the 13th floor of the County-City Building and ask for the Home Repair Program.  Those that meet the pre-screening requirements will be sent program guidelines and an application.  To be considered for assistance, homeowners must complete an application and submit all required documents no later than June 20, 2023.

Assistance will be provided on a first come, first served basis until all applications are processed or until all available funds are committed.

Who is eligible to receive the grant?

The current application round is open to applicants whose home is located within the boundaries of the 2023 target area. 

Additional eligibility criteria include, but are not limited to:

  • Applicants must income qualify.
  • Applicants must be enrolled in the City's Utility Assistance Program (UAP).
  • Applicants must be the owner of record of the home.
  • Applicants must live in the home.
  • Applicants must be current on property taxes.
  • Must have current homeowner's insurance for the property.


Eligible Repairs

 

Eligible repairs through the program ONLY include a new roof and/or furnace.  Which repairs an applicant home is eligible for will be determined through the completion of a required program inspection.  Repairs are approved only when in poor or failing condition and not compliant with local codes.

All repairs are to the residential structure and will not be made to accessory structures such as sheds or garages.

Repairs not exceeding $2,500.00 are considered minor and will be considered regular homeowner maintenance.  Minor repairs and regular homeowner maintenance items will not be considered within this program.


When are applications due?

The current round will be accepting applications beginning Monday, May 1, 2023 until Tuesday, June 20, 2023 at 5:00 pm.  All complete applications for assistance are screened on a first come first served basis.

Applications must be received by the program staff no later than June 20, 2023 at 5:00 pm.  No applications will be accepted after the deadline.  Applications with a postmark prior to June 20, 2023 but received after the deadline will NOT be considered.

Enrollment in UAP (at the address where repairs will be made) is required to be eligible for the Home Repair Grant. You may ask the individual if they are enrolled, and if not offer to assist them through the enrollment process.

 

Program inquiries should be directed to the Department of Community Investment, Neighborhoods Office at 574-235-5915 and ask for the Home Repair Program. Individuals will respond to a set of pre-screening questions and those that meet the initial requirements will be sent program guidelines and an application.  

If not located in the target geography, they are not eligible at this time. However, it is anticipated there will be a future citywide program application round. There is currently no determination on when the next application round will open, the eligible repairs, or maximum grant amount. We are NOT taking homeowner information for a waiting list.
